The Capitol
Lying behind a range of mountains, the Capitol is protected and distanced away from the other districts. It is still one of the wealthiest places in Panem, but they're slowly working to spread things out. Fashion is still a big issue in the Capitol, and as a form of job, some Capitolites have opened retail outlets to spread their style. Most government officials all reside and have their meetings here as well.

District 1
District 1 lies on the rocky terrains of the mountains, which enables them to easily mine for their precious gem stones and produces most of the luxury goods shipped around Panem.

District 2
District 2 lies in the heart of Panem. It trains and supplies all the districts and the Capitol with Peacekeepers to enforce the rules, and they are also in charge of masonry.

District 3
District 3 is known for it's talents in producing all sorts of technological gadgets. It lies in the South-Western coast of Panem, and is rather isolated from the rest of the districts.

District 4
District 4's land stretches the longest, and is surrounded by the water. Citizens fish, and process the seafood that is shipped around Panem. Most citizens are familiar with the trade.

District 5
District 5's industry is to provide enough power for the whole of the country. There are plenty of power plants, although the district is now slowly exploring green energy. It is almost land-locked, serve for the river that cuts through the district, where the hydro-electrical power plant is located as well.

District 6
District 6 makes sure that the transportation in Panem is working perfectly fine. It repairs faulty trains, and the transport control centre is located in this district. It is considered a large district, with the amount of trains that has to be stored there when not in use.

District 7
District 7 is one of the largest district, given it's industry: lumber. It lies near a dense tree-line, and processes the lumber into useful materials such as paper and wood used in buildings.

District 8
District 8's industry is textiles, being responsible for making the clothes that the citizens and Peacekeepers of Panem wear. Eight seems to be a hot place for the Capitol citizens to flock to, given it's nature, and getting textiles for their extravagant designs would be a lot easier. The district lies adjacent to the Wilderness, and it is not surprising to see a wild animal at the fences every now and then.

District 9
District 9 is in charge of harvesting grains. It is quite a sizeable district, but not as much as the biggest. Most grains are processed here and sent off to the other districts for distribution. And some of the grains are further processed into flour and its equivalent.

District 10
District 10, being in charge of livestock, is filled with many farms and slaughterhouses. Most people that live here are bred to think that animals are food, not for pets, but the occasional soft-hearted citizen would take in a stray. Residences are isolated from the working area, which takes up to more than 70% of the district entirely.

District 11
District 11 is one of the largest districts, and it's trade is agriculture. Large areas of land are used for it's trades, and there are certain areas of the district that are reserved for exploring new methods of cultivating food. Most citizens spent most of their lives on the fields and children are often roped in to help.

District 12
District 12's main industry is still coal mining, but it is moving towards medicine. Medics are trained in this district, and are dispatched to others, like the Peacekeepers. District 12 is located in the Appalachian mountains, and has been rebuilt since the firebombing incident.

District 13
District 13 now no longer lives underground, and has rebuilt it's district above ground. It's industry is weapon development, after the Capitol decided that it is in the country's best interest for Thirteen to no longer return to nuclear development and graphite mining. It is quite a small district, and has a tendency to get cold.

The Outer Lands
Despite the fact that the Government has changed, it is still illegal to venture out in the woodlands that surround the Capitol and each district. Legally, you could always just travel to the district of your wish if you fill in the right paper work.

The Capitol
The Capitol is the most wealthiest place in all of Saon. It has tall, shining buildings and all the latest technological devices. Citizens never endure hardships. At least, not in comparison to the territories. A Capitol citizen may feel they live a hard life though they don’t even realize the true definition of hard. The main concern of citizens is keeping up with the times and people are liable to overindulge. Overall the climate here is rather warm for most of the year.

Alpha Territory
Alpha is in charge of training all military personnel, in addition to making weapons and technology. It is by far the most important territory to the Capitol and is therefore the territory with the best living conditions. Alpha is populated by a large amount of mountains and valleys. The southern region mainly experiences long, hot summers, while the northern region has a mixture of weathers.

Beta Territory
The weather in Beta is often on the low side even during the summer, however, it never gets extremely cold. Conditions in the territory are fairly good with a low presence of military. At times the territory can feel vacant whenever citizens running a train have an overnight job.

Gamma Territory
Gamma is in charge of fishing, therefore much of the activity in the territory takes place on the shore line. However, homes and shops are mainly located inland. Weather in this region is nice with moderately warm summers and cool winters.

Delta Territory
Delta is an important territory since it is responsible for metallurgy, though it is not heavily guarded by the military. There are quite a few forests in this region and the weather is mainly low or moderate. This is rough territory to survive in since a lot of work is required from the citizens. However, housing conditions are slightly better here then in the lesser territories such as Kappa.

Epsilon Territory
Epsilon is the biggest territory and the most crucial since it produces ninety percent of all the food. The lower regions are populated with hills and mountain ranges, though the rest of land is relatively flat. The climate varies throughout the territory, but summers are always hot no matter where you go. Soldiers are present everywhere and stealing even a bit of food is considered a high crime.

Zeta Territory
Zeta is responsible for making luxury items and clothing. The land here is filled with several mountains and there is little rainfall with dry, hot summers. Living conditions here are surprisingly good, attributed to the bit of wealth involved in making luxury items. Although considered important, military presence is moderate in Zeta.

Eta Territory
A barb wired fence that is sometimes powered with electricity surrounds most of Eta. The only exception is the portion that borders the wilderness, where a thick metal wall is patrolled by soldiers 24/7. Anyone caught trying to escape to the wilderness is put to death on the spot and so far no one has successfully gotten through. Outside of the wall, Eta is mainly void of military presence, allowing them to live a bit more freely than some of the other territories. The land is dotted with a couple small, low lying mountains and the weather is mildly warm.

Theta Territory
Theta is responsible for making the medicines mainly distributed to Capitol citizens. They are located in a section of land containing a handful of small mountain ranges with forests and relatively warm weather patterns. There is a metal wall encasing the entire territory, though it is rarely monitored by soldiers despite the large military presence. Some people have been known to find a way into the wilderness through a weak point in Theta’s wall, yet it is so rare that most accounts are referred to as legends.

Iota Territory
Iota is the smallest and most ignored territory. It experiences relatively warm summers and moderately cold winters. Overall living conditions aren’t entirely terrible and citizens have a bit more freedom then other territories due to the low military presence. Nonetheless, the society has a somewhat dog-eat-dog policy. Since there is little to go around you can’t afford to share.

Kappa Territory
Kappa is by far the poorest of the territories. Every house has something wrong with it, whether it be leaks, cracks or another issue. Cold weather is almost a near constant and people have been known to freeze to death during the winter. Interspersed amidst the territory are forests which keep the lumberjacks in a job. All that stands between Kappa and the wilderness is a barb wired fence, yet the fact it’s constantly guarded by soldiers makes it near impossible to escape.

The Wilderness
The wilderness is a dense expanse of forest lying between Kappa and the rest of Saon. As a means to keep the criminals from ever returning to Saon, the Capitol has populated it with several mutated predators. Only a skilled hunter could survive here, though making it past security to get to the wilderness is a feat in and of itself. Naturally it is a high offense to be out in the wilderness and those caught may be sentenced to death.
